Stalker Anomaly [EFP] Artefacts Spawn in Burnt Fuzz Tunnel?

The tunnel in Cordon is full of burnt fuzz, which are technically anomalies, although no artefacts ever spawn in or around them. Cordon doesn't have many anomalies, and certainly no electro anomalies. Why is there an Electron here?
